As France and Italy sign an agreement to increase trade between the two nations, German aircraft bomb and machine-gun two lightships in the North Sea.
In Finland, the man in charge of their defence forces, Field Marshal Mannerheim, sees it is useless to continue the one-sided struggle against Soviet forces. Like the politicians, he accepts that there must be talks with the invaders. A Finnish delegation led by Prime Minister Risto Ryti and Juho Kusti Paasikivi (an experienced politician and diplomat) leaves for Moscow.
